Eugene, OR. – Official Release: The City of Eugene invites public comment on three proposals and one request for additional funding that have applied for Affordable Housing Trust Funds (AHTF). Public comments will be shared with the Affordable Housing Trust Fund Evaluation Sub-Committee that will rank the proposals and the full Advisory Committee that will make a funding recommendation to staff. The proposals are posted on the AHTF website for review.
- Floral Hill by DevNW proposes to purchase a 3.9-acre property located on Floral Drive to develop a 36-unit subdivision of affordable homes including a mix of townhomes and detached homes for ownership utilizing a Community Land Trust to support affordable home ownership for households earning up to 80% of the area median income (AMI) ($71,300 year for a household of four).
- Park Run by Community Development Partners proposes to develop a new four-story building on Garden Way offering 158 units of one, two and three-bedrooms for households that earn up to 30% AMI ($26,750 a year for a household of four) and 60% AMI ($53,460 a year for a household of four).
- River Road Apartments by Cascade Housing Association proposes to develop three, three-story buildings along River Road offering 47 units (and one manager unit) of one, two and three-bedroom housing for households that earn up 60% AMI.
- The Lucy by Cornerstone Community Housing (awarded in 2024) is requesting additional funding for the development of 36 new rental units on Hunsaker Lane for households earning up to 60% AMI.
Public comments can be submitted through April, via email to staff, or can be provided during the public comment period at the beginning of upcoming AHTF Evaluation Sub-Committee meetings:

- The sub-committee will review the proposal for Park Run by Community Development Partners and the additional funding request for The Lucy by Cornerstone Community Housing.
The full committee is scheduled to discuss the applications and make funding recommendations to staff at the 12:15 p.m., May 8 committee meeting. Public comment will also be heard at this meeting. Meeting materials and information on how to join and listen to meetings online is available on the AHTF Committee website. The Eugene City Council is scheduled to make the final funding decision in June.
The AHTF supports the creation of local housing projects that are affordable to people with lower and moderate incomes. The AHTF is a local source of funding generated by a 0.5% construction excise tax on new construction in Eugene. Each year, the City releases a Request for Proposals (RFP) for the funds based on criteria developed by the AHTF Advisory Committee. The RFP is an open, competitive process. This year, just over $700,000 in AHTF is available for local affordable housing developments through the AHTF RFP.
Since the AHTF RFP began in 2021, $3.3 million in AHTF has been awarded to support the construction of 280 new affordable homes worth more than $68 million in Eugene.
