Oregon – Official Release: When Governor Kotek took office, she sent a letter to Executive Branch agencies with a series of expectations for the leaders of our state agencies.
One of these expectations was for each agency to develop and implement a Diversity, Equity, and Inclusion (DEI) plan that outlined the goals, strategies and actions to improve equitable outcomes. Agencies could either create a standalone DEI plan, or integrate DEI actions into their greater strategic plan — the approach DAS took.
On an enterprise level, the Office of Cultural Change wanted to not just ensure each state agency had a DEI plan, but to help build the capacity of each agency as well. By providing resources and supports as needed, we can help ensure that all agencies are successful in implementing their DEI commitments.
With this capacity-building approach, in the last four months we have:
Reviewed 80 agency DEI plans
Spent 225 hours reviewing DEI plans, with the support of our DEIB Cabinet
Spent 240 hours meeting with agencies to share feedback and provide support in plan development
Taking capacity building a step further, we are bringing agencies together in quarterly cohorts to provide support for implementing their DEI plans.
We will also continue meeting with agencies individually to check in on their progress and learn how we can partner to make sure DEI does not just remain a plan on paper, but is something that is continuously invested in.
We hope our capacity-building approach to accountability will grow more meaningful commitments and ongoing investments in DEI. As a result, we are building a culture where every state employee and volunteer belongs, and we can reach equitable outcomes for all Oregonians.
