The Oregon Department of Environmental Quality invites the public to provide written comments on the proposed Solid Waste Disposal Site Permit for Rogue Klamath Transfer, LLC’s Rogue Klamath Transfer Station at 4005 Tingley Lane, Klamath Falls, OR 97601. Summary DEQ intends to renew the solid waste permit, which allows Rogue Klamath Transfer Station to accept and transfer solid waste and recyclables. The facility is owned by Klamath County and operated by Rogue Klamath Transfer, LLC.
This proposed action is subject to public review and comment. The facility’s existing permit expired on July 15, 2023. DEQ received a timely permit renewal application before the existing permit expired, which means the facility may continue operating under its existing permit until DEQ makes a final determination on the renewal. About the facility Rogue Klamath Transfer Station is a solid waste transfer facility with a recyclable material receiving area.
This transfer station serves the residents of Klamath Falls and the surrounding area. This facility is open to residents every Monday through Saturday from 8:00 am to 4:00 pm. The facility is closed on all major holidays. The permit prohibits acceptance of certain materials for disposal in a landfill. Some examples of this are paint, certain electronic devices, lead acid batteries and used oil. These materials may be accepted for recycling. DEQ last issued this permit in July 2013. DEQ has identified no compliance issues at this facility and has received no odor complaints since the last permit renewal.
What types of waste does the permit regulate? This permit sets conditions for how the facility manages municipal solid waste and recyclables. How does DEQ determine permit requirements? DEQ evaluates the potential waste accepted and the proposed management plans to determine permit requirements that meet federal and state regulations. How does DEQ monitor compliance with the permit requirements? DEQ ensures compliance with permit requirements through periodic report reviews and compliance inspections.
The facility must follow all requirements of the solid waste permit to reduce potential risks to public health and the environment. What happens next? DEQ will consider and respond to all comments received and may modify the proposed permit based on comments received. DEQ can only modify the permit in accordance with rules and statues under the authority of DEQ. Participation in the rulemaking or legislative process is the only way to change the rules or statutes.
Ultimately, if a facility meets all legal requirements, DEQ will issue the facility’s permit.
