
February 2, 2024 – Senator David Brock Smith: Oregon Infrastructure Finance Authority Awards City of Elkton $3.1 Million for Water Infrastructure Upgrades
The IFA Board advises on development and implementation of state policies related to infrastructure needs and is tasked with oversight of many of Business Oregon’s infrastructure financing programs, including the approval of funding for specific projects. The IFA Board is also responsible for oversight of the Federal Community Development Block Grant funding program. Senator David Brock Smith (R-Port Orford) was appointed as the one State Senator to serve a four-year term on the IFA Board in September of 2023.
“I appreciate the great work by the City of Elkton and their responsible stewardship of their Elkton resident’s limited financial resources for water infrastructure upgrades, said Senator Brock Smith. These type of infrastructure upgrades and replacements are of critical need especially for our small, rural communities. I am committed to work with them, Business Oregon and my IFA Board Members to assist in these projects in our Southwest Oregon district and around the state.”
The estimated $3.1 million dollar project will consist of the replacement of approximately 600 lineal feet of 4-inch pipe from the Water Treatment Plant to the Highway Bridge with a new 8-inch pipe that will include the pipeline to the fire station of approximately 600 lineal feet of 8-inch pipe. The installation of approximately 600 lineal feet of 8-inch pipe across Highway 38 bridge to serve as a secondary means to provide water from the Water Treatment Plant to the City for redundancy. The replacement of approximately 2100 lineal feet of 8-inch pipe from the bridge along Highway 38 to the High School. Additional interconnects to mainlines on Highway 38 and River Road with 8-inch pipe and the replacement of approximately 1700 lineal feet of raw water transmission pipe and intake pumps and structures.
“With today’s award, that includes a $1,483,152 loan at 1.00% for 30 years and a $1,616,848 forgivable loan from the Safe Drinking Water Revolving Loan Fund, the City of Elkton, which is included in our Senate District 1, will be able to upgrade these portions of their water infrastructure which is critical to their residents,” concluded Senator Brock Smith.
