SB 1542: Relating to corporate activity tax; prescribing an effective date.
Raises exemption and filing thresholds for CAT tax. Exempts health care reimbursements. Starts with tax year 2025. Becomes law 91 days from sine die. (Flesch Readability Score: 63.2). Increases the exempt amount and filing threshold for purposes of the corporate activity tax. Exempts reimbursements for certain health care services, including care provided to medical assistance recipients and to Medicare recipients. Applies to tax years beginning on or after January 1, 2025. Takes effect on the 91st day following adjournment sine die.
SB 1543: Relating to transportation; prescribing an effective date.
The Act lowers weight-mile taxes. The Act limits ODOT spending on certain things. Becomes law 91 days from sine die. (Flesch Readability Score: 77.3). Decreases weight-mile taxes. Limits certain expenditures by the Department of Transportation. Takes effect on the 91st day following adjournment sine die.
HB 4111: Relating to farm machinery and equipment; prescribing an effective date.
The Act makes all farm machinery tax exempt. (Flesch Readability Score: 66.1). Removes the requirement that farm machinery and equipment be tangible personal property for the purposes of exemption from ad valorem property taxation. Takes effect on the 91st day following adjournment sine die.
HB 4120: Relating to opioid use disorder treatment in correctional facilities in Oregon not operated by the Department of Corrections; declaring an emergency.
The Act creates a grant program to help some people in custody with opioid addiction. The Act gives money to a state agency to fund the grant program. The Act tells the state agency to give a report to the state legislature by December 1, 2024. (Flesch Readability Score: 62.5). Establishes the Oregon Jail-Based Medications for Opioid Use Disorder Grant Program in the Oregon Criminal Justice Commission. Directs the commission to administer the program in collaboration with the Oregon Health Authority. Establishes the Oregon Jail-Based Medications for Opioid Use Disorder Fund for purposes related to the program. Appropriates moneys for deposit in the fund. Requires the commission to submit a report on the program to the interim committees of the Legislative Assembly related to the judiciary and health care no later than December 1, 2024. Declares an emergency, effective on passage.
HB 4133: Relating to wildfire; prescribing an effective date; providing for revenue raising that requires approval by a three-fifths majority.
The Act makes changes related to a forest products tax. The Act creates a new fund related to wildfire costs. The Act makes changes related to forest protection districts. The Act makes changes related to fees for fire protection. The Act makes changes related to the Emergency Fire Cost Committee. The Act makes changes related to a fund for protecting forest land. The Act repeals a fee on acreage. (Flesch Readability Score: 68.0). Makes certain changes related to the forest products harvest tax. Establishes a State Forestry Department Large Wildfire Fund. Continuously appropriates moneys in the fund to the State Forestry Department for wildfire mitigation and suppression. Makes certain changes related to forest protection districts. Makes certain changes related to a minimum assessment and surcharge. Makes certain changes related to the Emergency Fire Cost Committee. Makes certain changes related to the Oregon Forest Land Protection Fund. Repeals an acreage assessment. Takes effect on the 91st day following adjournment sine die.
