In November of 2023, a spike in reported property crimes occurred in Newberg. Businesses including the Dollar Tree, The Vineyard Bar & Grill, Antique Freak & Flea, and the Eden Gate Restaurant, all reported burglary activity. Additionally, there were multiple victims of vehicle theft, to include our own Providence Newberg Medical Center, whose emergency triage trailer, meant to serve the community with life-saving equipment in a catastrophic event, was stolen from their premises.
NDPD officers assigned to these cases quickly established patterns and worked together to relentlessly investigate leads. Suspects of interest were established based partly on our prior contacts with them for other criminal activity. After many hours of follow up, writing search warrants, serving the warrants, and gathering forensic evidence, two arrests have been made in this local crime spree.


Dylian Michael Simkins (28 y/o of Newberg) and Elizabeth Ellece Moser (44 y/o of Newberg) have both been arrested for crimes relating to this investigation. Both were jointly indicted on 25 charges by a Yamhill County Grand Jury for crimes of Aggravated Theft, Burglary, Unlawful Use of a Vehicle, and numerous other related offenses. This investigation has been key in solving similar crimes in neighboring jurisdictions and additional charges with additional suspects are likely. Persons with additional information on these cases are encouraged to come forward.
Simkins was already on post-prison supervision for Unlawful Use of a Motor Vehicle and has had numerous prior arrests. Moser, who also has numerous prior arrests, was released early from prison after her sentence was commuted by the Governor in 2020.
The Newberg-Dundee Police Department actively investigates and arrests individuals for criminal activity within our cities.
