Hillsboro, OR. — On January 17, 2026, 23-year-old Cedric Valdez was arrested inside Target at Sunset Esplanade on multiple counts of Sexual Abuse in the Third Degree and additional charges, according to Hillsboro Police Department.
Investigators say the alleged offenses occurred over several months in Hillsboro and at other locations throughout Washington County. Police report that Valdez is accused of approaching women in large retail stores, parking lots, and near storefronts within shopping centers.
Authorities have identified multiple victims and believe there may be others who have not yet come forward. Police expressed gratitude to the women who reported the incidents, noting that their cooperation was critical to advancing the investigation.
