Portland, OR. — A Portland woman pleaded guilty this week to engaging in abusive sexual contact with an unaccompanied minor in federal custody, according to court records.
Teresa Valdovinos-Godinez, 34, pleaded guilty to one count of abusive sexual contact involving a minor under the care of the Office of Refugee Resettlement.
According to court documents, between September 12, 2023, and October 8, 2023, Valdovinos-Godinez engaged in abusive sexual contact with the victim while employed as a counselor at Morrison Mi Futuro, a residential facility serving unaccompanied minors in Portland.
A federal grand jury returned an indictment on August 12, 2025, charging Valdovinos-Godinez with abusive sexual contact. She now faces a maximum sentence of two years in federal prison, a $250,000 fine, and one year of supervised release.
Valdovinos-Godinez is scheduled to be sentenced on April 2, 2026, before a U.S. District Court judge. As part of her plea agreement, she has agreed to pay full restitution to the victim.
The case is being investigated by the Department of Health and Human Services Office of Inspector General and is being prosecuted by Assistant U.S. Attorneys Kate Rochat and Pamela Paaso.
The prosecution is part of Project Safe Childhood, a nationwide initiative launched in 2006 by the U.S. Department of Justice to combat child sexual exploitation and abuse by identifying, rescuing, and protecting victims while holding offenders accountable.
