Washington County, OR. — On December 29, 2025, the Washington County Sheriff’s Office began investigating a reported sexual assault involving an adult victim who said they met the suspect through a dating application. Investigators allege the assault occurred in Portland and near Metzger Park.
The suspect was identified as 36-year-old Andrew Dwayne Graham. Detectives with the Sheriff’s Office Violent Crimes Unit learned Graham was attempting to meet with the victim again. Using an undercover phone number, detectives continued communicating with Graham, who believed he was still speaking with the original victim.
During the exchanges, investigators said Graham expressed interest in meeting a child to pay for sex and offered to bring alcohol and marijuana for the encounter.
On December 31, 2025, Graham drove to Metzger Park believing he would pick up the adult victim and a child and transport them to a hotel. Instead, Graham was taken into custody by the Washington County Tactical Negotiations Team and turned over to detectives. At the time of his arrest, Graham was found with more than $750 in cash, condoms, alcohol, and marijuana.
Graham was lodged at the Washington County Jail on charges including first-degree sodomy, felony strangulation, commercial sexual solicitation, first-degree online sexual corruption of a child, and attempted compelling prostitution. Authorities said additional charges are expected as the investigation continues. Graham is being held without bail pending the state’s request for preventative detention.
Investigators said Graham was living in Ridgefield, Washington, at the time of his arrest and has prior addresses in Oregon, Washington, Wyoming, Idaho, and Florida. He is from Jamaica and is believed to have used the alias “Michael.”
Detectives believe there may be additional victims and are asking anyone with information to contact the Washington County Sheriff’s Office at 503-846-2500 and reference case number 50-25-18221. Graham’s booking photo is being released in accordance with Oregon House Bill 3273 to assist in identifying additional criminal activity.
