Washington County, OR. — A 41-year-old man was found dead from a gunshot wound Friday afternoon following a disturbance with a weapon that triggered a complex, multi-location police response.
At approximately 2:45 p.m. on Dec. 27, officers were dispatched to a reported disturbance near Southeast Tualatin Valley Highway and Southeast 18th Avenue. The 911 caller was not on scene and relayed information through a third party, resulting in delayed and incomplete details for dispatchers.
Officers arrived and located the victim deceased in the driver’s seat of a vehicle parked in front of a residence. Investigators later confirmed the victim and suspect were known to one another.
A resident told officers the suspect was inside the nearby home with other people. Officers safely evacuated those individuals, secured the residence, and began efforts to contact the suspect with assistance from the Washington County Tactical Negotiations Team.
While those efforts were underway, officers received information that the suspect was no longer at the Southeast 18th Avenue location and had gone to a residence near Northeast 53rd Avenue and Northeast Hidden Creek Drive. Investigators later learned the suspect had left the original residence before officers arrived.
Additional third-party information then indicated the suspect was leaving the Northeast Hidden Creek Drive area and traveling toward South Meadows Middle School. Officers redirected and intercepted the suspect’s vehicle at the school.
The suspect, identified as 32-year-old Oscar Ruiz-Santiago, was non-compliant with officers, prompting the deployment of a Taser. He was taken into custody without further incident.
Ruiz-Santiago was lodged at the Washington County Jail on charges of second-degree murder, unlawful use of a weapon, felon in possession of a weapon, and a parole violation. The investigation remains ongoing.
