Bend, OR. — Beginning Jan. 1, 2026, the City of Bend will implement an updated parking code intended to clarify parking rules, address emerging vehicle issues, and streamline enforcement and citation processing.
Key updates include new requirements for electric vehicle charging spaces, which may only be used while vehicles are actively charging. Recreational vehicles and large vehicles with slide-outs or protrusions may not block sidewalks or travel lanes. Heavy commercial vehicles exceeding 26,000 pounds will be prohibited from parking in residential zones between 9 p.m. and 7 a.m.
The revised code also limits trailers, campers, and other non-motorized vehicles from parking on streets or public lots for more than 72 hours unless attached to a motorized vehicle. Time-limit rules are clarified, requiring vehicles to move at least one full block after a time limit expires. A new process will allow the City to establish parking districts and management plans where needed.
Changes were also made to the parking citation process. Parking tickets will now fall under the jurisdiction of the Bend Municipal Court, creating a formal adjudication process with judicial oversight similar to traffic citations. Parking Services and Parking Enforcement will no longer collect payments, modify tickets, or hear appeals.
Under the new rules, individuals who receive a parking citation must notify the Municipal Court how they wish to proceed if payment is not made within 14 days. Failure to respond may result in additional court fees and penalties.
Starting Jan. 21, 2026, citations can be addressed online or in person through the Municipal Court. Meter and overtime tickets will start at $12, increase to $25 after six days, and rise to $45 after ten days. Previously, the $12 rate applied if paid within 72 hours.
Parking rates, time limits, permits, enforcement tools, existing parking districts, accessibility rules, special event provisions, and tow procedures will remain unchanged. The City will continue using the Passport application for parking payments and permit management, with citation data transferred nightly to the Municipal Court system.
