Portland, OR. — A 37-year-old Portland woman has been charged in federal court after allegedly assaulting an Immigration and Customs Enforcement (ICE) officer during an arrest operation in Tigard, the U.S. Attorney’s Office for the District of Oregon announced Monday.
Summer Shepherd is charged by criminal complaint with Assaulting a Federal Officer. She made her initial appearance before a U.S. Magistrate Judge and was released pending further court proceedings.
According to court documents, on November 23, 2025, ICE officers were conducting an arrest in Tigard when Shepherd drove up to the scene. Prosecutors say she approached the officers and shoved one in the chest, causing him to stumble backward. The officer returned to his vehicle and closed the door, but Shepherd allegedly struck the vehicle with her hands, denting it.
Investigators allege Shepherd then yanked open the door. When the officer raised his hand to stop her from entering the vehicle, she slammed the door, striking his left arm. Additional officers arrived and were able to take Shepherd into custody.
Homeland Security Investigations is leading the investigation, and the U.S. Attorney’s Office is prosecuting the case.
Officials emphasized that a criminal complaint is merely an accusation and that Shepherd is presumed innocent unless proven guilty.
