Eugene, OR. — On October 15, 2025, the City of Eugene’s Urban Renewal Agency Board directed staff to begin working with Paradigm Properties to create a proposal for the redevelopment of the North Butterfly Lot. The project will focus on new downtown housing and an active ground floor that may include commercial or community uses.
The North Butterfly Lot, located just north of the Farmers Market Pavilion, is seen as a key opportunity site within the city’s Downtown Core Housing Initiative, which seeks to bring more residential units and vibrancy to Eugene’s city center.
In this next phase, the Urban Renewal Agency and Paradigm Properties will jointly develop a full project proposal for the site. City officials expect to share more information and open opportunities for community feedback later this winter.
The selection of Paradigm Properties followed a competitive Request for Qualifications (RFQ) process. Four firms submitted responses, which were reviewed by a panel of community members, downtown stakeholders, city staff, and Ward 1 City Councilor Eliza Kashinsky.
The project aims to deliver at least 80 new housing units on the half-acre parcel and strengthen connections between the downtown core, the Market District, and the Downtown Riverfront. The development will build on the activity surrounding the Farmers Market Pavilion and contribute to the area’s growing sense of place.
The Downtown Core Housing Initiative includes three key components: property acquisition and disposition, Downtown Fee Assistance, and the Accelerated Multi-Unit Property Tax Exemption (MUPTE). Together, these tools are designed to lower financial barriers and support new housing development in the city center.
