McMinnville, OR. — The City of McMinnville will ask voters this November to approve a $98.5 million general obligation bond to fund construction of a new aquatics and recreation center and make major improvements to city parks, the senior center, and the library.
Under Resolution No. 2025-44, approved July 22, 2025, the measure, officially listed as Referral No. 2025-01, Measure 36-237 will appear on the November 4, 2025 Special Election ballot. The measure seeks voter authorization to issue bonds not exceeding $98.5 million, with proceeds dedicated to upgrading long-overdue public facilities.
According to the city’s Explanatory Statement, McMinnville’s population has more than doubled since the last major renovations of its community facilities. The new proposal follows years of community input and scaled-back plans after earlier versions were deemed too costly.
The proposed bond would finance construction of a combined aquatics and recreation facility, featuring a competition pool, a family recreation pool, fitness studios, classrooms, and a two-court gymnasium. The plan also calls for renovating the senior center, expanding the children’s area and restrooms at the library, and adding safety and accessibility upgrades to several city parks.
If approved, property taxes would increase by an estimated $0.95 per $1,000 of assessed value, resulting in a total bond rate of roughly $1.79 per $1,000. For a typical McMinnville home with an assessed value of $229,000, the estimated additional cost would be about $217 per year, or roughly $18 per month.
