Representative Shelly Boshart Davis Introduces Bills on Housing, Pay Equity, Foster Children

HB 4046: Relating to housing; prescribing an effective date.

This Act allows rural residents to build an extra house for their families. (Flesch Readability Score: 63.4). Allows an occupying homeowner outside of an urban growth boundary to site one additional family dwelling unit on the tract of the home. Takes effect on the 91st day following adjournment sine die.

HB 4050: Relating to compensation differentials under pay equity requirements; declaring an emergency.

The Act removes an exception to the state law concerning pay equity requirements. The Act changes the law to add to the list of factors that an employer can use as a reason for a pay differential. The Act becomes effective when the Governor signs it. (Flesch Readability Score: 64.3). Provides factors upon which compensation differentials may be based for an employer to lawfully pay employees who perform work of comparable character at different compensation levels. Declares an emergency, effective on passage.

HB 4084: Relating to the education of foster children; declaring an emergency.

Creates a program for the education of students who are foster children. (Flesch Readability Score: 60.7). Directs the Department of Education to establish and administer a pilot program for students who are foster children. Sunsets the plan June 30, 2027. Declares an emergency, effective on passage.

HB 4165: Relating to vehicle cost responsibility; prescribing an effective date.

Requires ODOT to prepare and submit a report on the changes in the law that are needed to balance costs between light and heavy cars and trucks. (Flesch Readability Score: 100). Requires the Department of Transportation to prepare and submit a report on the statutory changes necessary to balance transportation cost responsibility between light and heavy vehicles. Takes effect on the 91st day following adjournment sine die.
