CDBG-AC: The Community Development Block Grant Advisory Committee (CDBG-AC) advises the Planning & Development Department on the proposed uses of CDBG funds, which are used to address the needs of low-and moderate-income persons. The committee receives program reviews, solicits and receives written comments from the public, and attends public hearings. Recommendations are posted for public comment for no less than 30 days. Meeting: The committee meets three to four times a year in the winter and spring. The meetings are expected to be held in hybrid format, welcoming participation in person and online.
Membership: Committee members must reside within the City of Eugene. The committee is comprised of nine members and should have an interest and background in understanding the needs of low-income persons and special needs populations, human services, affordable housing, real estate development, and program management.
Committee members cannot be a current City of Eugene employee or have a conflict of interest with respect to a CDBG funded activity, agency, or program.
Vacancies: The CDBG-AC term is for three years and members may serve two terms. One vacancy will be filled through this process. The Executive Director of the Planning and Development Department is charged with making appointments.
Stipends: In order to better allow low-income individuals to participate in these meetings, the City of Eugene offers stipends to low-income individuals. Low-income is defined by earning up to 80% of the Area Median Income (AMI). The 2023 HUD income guidelines are included on the application ($47,250 for a household of 1, $54,000 for a household of 2, $60,750 for a household of 3, $67,450 for a household of 4, etc.). A stipend of $150 would be offered to support the ability to participate.
